Junki Kim, currently professor of public policy at Seoul National University, served as Director of the National Assembly Budget Office (NABO), an equivalent of Congressional Budget Office (CBO) in the U.S., between 2015-2017. He oversaw the workings of 180 staff members and four divisions. As Director of NABO, Dr. Junki Kim was ultimately responsible for the quality of cost estimates, evaluations, research and analysis prepared by the institution. NABO supports members of the National Assembly by providing expertise through: Analysis of budget bills and account settlements; estimates of the cost of enacting proposed bills; reports of economic outlook and fiscal analysis; analysis of tax system and estimation of tax revenue; evaluation of major state-sponsored programs; evaluation of performance, and medium- and long-term financial management plans of public institutions.
Dr. Kim cultivated the relationships between NABO and other Korean think-tanks, international organizations (such as the IMF and OECD), and fiscal institutions of other countries (notable examples including the Congressional Budget Office of the United States of America and the Budgetary Affairs Commission of the People’s Republic of China).
In his position, Dr. Kim was instrumental in strengthening the capacity of the NABO within Korea and internationally. NABO’s predictions of economic growth and national tax revenue have surpassed the Government’s predictions in accuracy; the number of bill cost estimates produced in 2015 (1,996) reflect an increase of more than 230% from the number produced in 2013. Dr. Kim has encouraged the institution’s active participation in numerous international seminars and forums, with the aim of sharing analysis techniques and solidifying professional networks.
Prior to coming to the Office Dr. Kim was Dean of the Graduate School of Public Administration, Seoul National University. He served in that position for two years where he oversaw the expansion of academic and research programs of the School. Currently he is the chair of a committee which oversees performance reviews of over 90 state-owned enterprises in Korea.
Dr. Kim was a member of Presidential Committee on Policy Planning and the Regulatory Reform Commission in the Republic of Korea. He was also a frequent and active policy advisor to the Government of Korea, including in the Office of the President, the Office of the Prime Minister, the Ministry of Planning and Economy, and the Ministry of Industry and Energy.
His key research interests include economic policy, international development, regulatory economics, governance reform, and public sector reform. He has published many papers in these fields. Dr. Kim obtained his Ph.D. in Public Policy from Harvard University, and his Bachelor degree in Economics from the London School of Economics and Political Science.
